What is permanent residence?
Permanent residence is the official address that every citizen of the Czech Republic has listed on their ID card. It is not necessarily the place of actual residence — it is an administrative record that the state uses, for example, to deliver official correspondence, keep registers, or determine the catchment areas of authorities, doctors, dentists and schools (not just nurseries) for children. The permanent residence address thus serves primarily as a point of contact between the citizen and the public administration.
To change your address, you need the property owner's consent and must report the change to the relevant municipal authority within 30 days. You can have permanent residence at an address where you do not actually live — all that matters is the property owner's consent.
